I feel that this would compete with Hail.

Devoxys, not many things would want to run a move instead of using Snow Warning via Abomasnow and Aurorus. Plus, the effects are completely different

Secret Power has a 30% Freeze chance in Snowy Terrain. We'll have to alter freeze mechanics if we plan on incorporating this because Serene Grace Secret Power Togekiss = 60% Freeze chance in Snowy Terrain. That's literally just as good as Snap Freeze!

I mean, there are already places where you can freeze in-game. Also, Snap Freeze counters Shield Dust (no one uses it, but what ever(its better than run away)).

but the difference here is that you'll be able to do it in multiplayer mode. (assuming we have one)

Completely reworked this into a new move. Gonna tag Devoxys off the bat.

Does it hit three times in one turn or one hit per turn in three turns?

So many more mons should get this (e.g. Swampert, Aggron, Golurk, and maybe a few more).

This is just a better Triple Kick. It can't miss, and has 5 more BP (and somehow still ends up at 60 BP).
Also, it sounds like Seismic Toss + Thousand Waves

Name should be Seismic Wave, singular. Many other multihit moves have singular names. (ie Bullet Seed or Water Shuriken, the list goes on. Only exception it seems is Fury Swipes).
I agree that this needs more distribution. It isn't that strong, after all.

15 + 30 + 60 = 105. This is actually stronger than Earthquake as it currently stands. Maybe reduce the initial power to 12.
12 + 24 + 48 = 84

Maybe make it like Triple Kick? Because its effective BP is 105 like Anonymous Platypus said.

Modified to having the same BP, but shitty accuracy (80% is bad).

If my maths on this is correct: A weighted average of the damage given by this moves at 80% accuracy comes out to be: 61.92 For reference, a weighted average of triple kick's damage gives: 47.07
So really isnt that strong. is about 50:50 on whether it does full damage or not

As kizzo said, you should buff the BP.

As kizzo said, you should buff the BP. Do you mean Accuracy?

The BP. Really, it's not very strong. Considering its learned at the end of Bouncaby's movepool, it should be stronger.

If the accuracy was changed back it would be 105.

Guess it's back to 90%

72.9% to deal 105, 8.1% to deal 45, and 9% to deal 15 (10% to miss altogether, but unimportant when calculating effective BP).
That's 76.545+3.645+1.35=81.54 effective BP.

Something to consider is maybe changing up how it works to an extent? Like I'm not sure if it's too important, but generally with an earthquake or whatever you have the "main" shock then weaker "aftershocks". Although "foreshocks" are also present, they generally aren't as large as aftershocks from what I can tell. Doesn't really matter in the grand scheme of the move but something maybe worth considering. (http://all-geo.org/highlyallochthonous/wp-content/uploads/2010/07/eqseq.png)

Maybe just have a high BP and halve it with each hit? Like 60, then 30, then 15?
