I think when we're talking about "Sculpt" you and I have very different ideas. Typically when sculpting, you carve and remove from the material, which I don't see raising your defense drastically...rather, the opposite.
Potential Users: Avalugg, Bergmite, Glalie, Regice, Snorunt, Vanillish, Vanillite, Vanilluxe, Mattercule, Fakemon (removed animal-like Pokemon from the list. Really don't see Dewgong or Lapras carving into themselves.)

So Iron Defense with speed lowering? I guess it's only two stages for Iron Defense. The animation for Iron Defense looks like the user is encasing himself or herself in iron, but I don't know.
The setback does make sense, but ice seems a little light for some of the Pokemon you listed (they aren't very big). Also it's sculpted, so that could make it lighter (and weaker)? I guess you were thinking really thick ice.
To be honest, it sounds more like a Protect variant than anything (that could just be Spiky Shield speaking to me, though).

I want to make this a Spiky Shield clone, but idk about making it an exact clone.
As for an original idea, maybe it can be Protects user from attacks (not status moves, like King's Shield), and 15% to freeze if contact.

Wouldn't it get that effect from Ice-type attacks as it is snow? Water and snow just make slush.
