I was thinking about Ghost type since I usually associate Spirits with them. That said, how does the name indicate that this is sound based?

rhythm/harmony pulse? nah not so cool. soul pulse is like the same name and also, it has to be spirit related in order to make the opponent flinch.

This really out classes hyper voice so I would either reduce the flinch chance or keep the number Pokemon who can learn it very small. Also a tip is to keep this move out of the hands of togekiss,jirachi,And pokemon that have serene grace due to this move would be super annoying to deal with. But its a good move idea! Im also not really sure about the typing but I assume it will be preferably one of these types: Normal Ghost Fighting (Fighting spirit? idk but we need some special fighting moves) Psychic/Dark

I don't really understand why people want more RNG in competitive pokes. The problem with this move is that all of the pokemon that learn it that might actually use it learn boomburst anyways, so it's a useless move. I don't see any pokemon in your list of those that learn it that would actually use this move, besides maybe evil blissey. Maybe it's just me, but I don't understand what the point of this move existing actually is (I'm not insulting you, just being very open about my opinion).

I see your point, let me explain: boomburst should be the main move IF you want exclusively damage. However, think about the flinch chance. It should match with other flinch moves AND make sound based pokemon more competitive at levels around 24~40. And it is also reasonable for those who don't get boomburst like blissey, wigglytuff and sylveon(just added). Also, Blastoise and Clawitzer(just added) have no normal moves boosted by mega launcher at the moment.

Problem is, why would either blastoise or clawitzer even bother running a normal move? it doesn't provide coverage, and they both already have four move slot syndrome. Running a move solely for the flinch chance is not only dumb, but bad competitively.

I feel that Luxray is right. Unless you have pixelate or glaciate this move provides very little coverage and is hard to fit on to the pokemon up there because they already have trouble finding the amount of coverage necessary. If the typing was different I feel like this would be a great move to provide coverage for pokemon that need it.
