EDIT:
Description: User loses 50% HP; Maximizes SpA
Target: Self
So I changed it to boost Special Attack

I dont know how i feel about this actually! It gives some slow sweepers to become more viable but it also might hurt other Pokemon niches in the process. Im not sure if we had anything like this before and it is definitely a cool concept! Also I cant think of any renames except for Mad Dash.

Could always be changed to Special Attack so it's not sitting in the dust

Well, +6 Speed is not really needed. You won't outspeed much more than at +2 Speed if you're reasonably speedy. (Like base 50+). Maybe make it "You may first every turn, regardless of priority"? That sounds like a really nice effect as you can't be RK'd by priority.

Sounds pointless, to be honest. When there are already options for immediate speed like Choice Scarf and better setup moves like Dragon Dance, Agility, and Rock Polish, this move just does not compare. Its opportunity cost is unbelievably high (half your HP and a turn of setup) to maxamize a stat that you really only need +1 or +2 in before it becomes irrelevant. You can push for this move if you want, but nobody would ever use it. And as for what Snaquaza brought up, I disagree with it. A "catch-all" first move would conflict with a lot of game mechanics like Helping Hand, Protect, Trick Room, etc.

So I changed it to SpA, since speed is just unneeded.

I think this is a great move for Pokemon with decent bulk and good special stats. But I feel like it is a bit worse than belly drum because phsycal attackers running belly drum commonly have a priority to abuse. Besides vacuum wave special pokemon lack the niche of belly drum + priority. It is a good move but i feel like we might need some more special priority to make it useful.

Well, most pokemon that use belly drum have low speed stats, while special attackers are often very fast.

Sitrus Berry unburden would work great with this instead of relying on priority just relying on sheer speed

blackburn009 Not many pokemon have the capability to belly drum sitrus berry with unburden. The only one I can name off the top of my head is slurpuff. Cyberknight98 please note that since sceptile is grass it really gets bodied by many pokemon so it doesnt have many opportunities to set up. Saverdien Do you know how expansive the amount of pokemon that could get this move. Is it a move that can be slapped on to any special attacker via TM or is it a move that very few can learn only by level up?

I'd rather have it be learned through leveling up or have it be like a tutor move to some Pokemon
