No, it's a physical attack... I was kinda basing it more off of fire punch with more chance but less BP.

This idea seems like a good idea. There's a slight problem though. It's very similar to fire fang. I suggest making it a special fire attack matching sludge bomb which is special and raising the attack to 70. Also, two effects with a 20% chance can be hard to beat. Maybe you should just choose one or lower both to 10%. Still, I like it

Also Snaquaza it hits the adjacent foeS, so it's not as similar to it.

I'd like to keep it physical to be honest, how about 70 BP and 30% flinch and leave it at that? It's basically a slightly weaker fire type iron head that hits adjacent foes.

That can work too. So far the only flinching fire move is fire fang, so this can be a neat idea and can help many Pokemon [this would be perfect on Darmanitan]

Especially since it hits multiple opponents... I just have to make sure nothing with serene grace gets this, or goodbye double battles.

This literally is Flame Burst. The flavor is the exact same. Sure, it might have a minor secondary effect difference, but they're seriously the same move. Even the general idea, "a fiery explosion" is the same.

Fire bomb has a chance to flinch, is physical, and has a chance to miss. And it's not like there have never been similar pokemon moves before. Flame Burst, Heat Wave, and Flamethrower are all very similar SPECIAL fire moves, but we're lacking in the physical department outside of flare blitz.

That's actually not what I meant. The fact that the base powers match is actually coincidence; I didn't notice until just now.
My issue is that the way the Pokemon uses the move is exactly like Flame Burst. When you consider the three moves you stated:
Flamethrower: The user shoots a continuous stream of flames at the target. Heat Wave: The user summons a literal wind of fire to strike both targets. The user does not actually shoot this fire. Flame Burst: The user shoots or throws a single projectile that explodes on the target and deals splash damage to adjacent targets.
When drawn into the anime or something, these would all be very different and you could easily tell apart in the anime. Quoted from your OP:
"Description: User tosses a fire bomb at the opponents, that may flinch."
If you compare that description to Flame Burst's, it does not seem unique.

Just because moves are similar doesn't mean they can't both be available. Especially since this is a physical move, which, again other than Flare Blitz and Fire Punch, Fire is sorely lacking.
