It looks nice, but I'm not sure why the first one is bug/flying while the others are fire/bug. I think it would make more sense if the first one was just bug.

Are these fireflies? I'd love a Fiery Firefly Pokemon! I actually think this could work as an early bug, but of course the stats would have to be lower, if you would want to do this, here are some suggestions! (If you do this lower evolution levels)

Shutterbug: 20/20/15/35/20/85
BST: 195 (Same as Caterpie, Weedle, etc.)

Embuzz: 25/15/65/20/65/15
BST: 205 (Same as Kakuna, Metapod, etc.)

Pyrefly: 50/55/50/75/60/105
BST: 395 (Same as Butterfree, Beedrill, etc.)

I'd like something like that, since I think Bug/Fire Fireflies or a similar bug would be amazing. I'd see the cocoons flickering and see stuff flying around already, but of course it's up to you! Anyway, I tried to make the stats with the help of your original ones so they'd follow the same line.

Anyway, onto actual critique. As I tried to fix up, I do think the Base Stat Total is too high for this Pokemon. Unless you find a reason why this should have fairly high stats, I fail to see why it should have moderately high ones, as opposted to lower ones, like most bugs.

Also, the Height and the Weight is WAY of in Pokemon terms. Normal bugs may be like this, but in Pokemon the smallest size is 10 centimeters and from then on there's a step every 10 centimeters, so it's not good to have anything smaller than that. The weight is also way too low, since I think the lightest Pokemon is 0.1 kilogram. May sound a bit off, but remember that they don't all have to be physically correct. Personally I'd find a Pokemon which should have similar weight and copy it.

There's an oddity in the moves as well. For starters, Pokemon "learn" things when they evolve because the evolution would get those at that certain level, not because it's an evolution specific move. And unless your Pokemon are based upon a gimmick around that, I wouldn't give it evolution specific moves. Additionally, all evolved Pokemon "learn" moves from before they were evolved, to make them function like normal when hacked in, or caught in the wild at a reasonably low level. This also means level 14 is not the start of the moves for Embuzz. Also they should all learn about the same moves, unless there's either a large chance between them (See: Trapinch -> Flygon), there's a move specific to an evolution or the first Pokemon aren't meant to learn many moves (Caterpie -> Butterfree). I also don't think this should learn both Tail Glow and Quiver Dance. I don't exactly know what the origin of this is, but if it's a Firefly, give it Tail Glow since it's one of the few Pokemon it'd actually fit with, but I don't see a firefly using Quiver Dance that easily, and honestly, both of these moves is too much. (Also Quiver Dance is Butterfly Dance in Japanese) Both are exclusive and strong, especially Tail Glow. If it's not a firefly but a butterfly or so, give it Quiver Dance.

They're in the Bug egg group, I don't think Mienshao and Hawlucha are there.

In general, I'd really like a Firefly Pokemon with a Bug/Fire typing, but I do think this needs some polishing up. Sorry if this sounded harsh, but there's a good base!

I agree with a lot of the stuff that snaquaza said, and I also have one minor nitpick: is there a particularly compelling reason why bug is the secondary typing? To date, the only pokemon with bug as a secondary type are anorith and armaldo, which are fossils and therefore always have rock as their primary type (except tirtouga and carracosta), and skorupi, which loses its bug type on evolution. It's not hugely important, but it seems like a strange decision.

Thanks for all the constructive criticism guys! It really is appreciated. I'll change the stats to a lower BST in order for it to be an early bug and also change its height/weight, and yes it is meant to be a firefly. Originally the BST were so high, because I thought of it as a sort of Volcarona-esque mon.

Pertaining to the moves that they can learn, I'll change it so that all three start with moves from Level 1.

Pertaining to Tail Glow/Quiver Dance. I think I'll just let them only learn Tail Glow since that would match the firefly element.

Also about the Bug Group. I found that Illumise (a bug egg pokèmon) could learn Baton Pass when breeded with Mienshao and Hawlucha on the Pokemon database-http://pokemondb.net/pokedex/illumise/egg.

@cattail Prophet- The reason for the first one to be Flying/Bug is because I thought of the Pokemon as a quick flying bug, unable to produce a spark. Once it evolves it gains the fire type, because it is able to create its fiery glow.

@snaquaza I updated the Pokemon's BST. However, I didn't lower the speed of Embuzz, because I didn't think it was appropriate for a firefly to have a cocoon like stage.
I'll be working on the art of the pokemon, and add it soon.

Illumise is also in the human-like egg group and that's how it breeds with Mienshao and Hawlucha, which also have to breed with other things to get baton pass. Pokémon like Ledian and Scolipede which are both in the bug egg group could directly breed baton pass onto shutterbug.

I agree with you completely, Snaq.

Here's an idea I had while reading this: The first form evolves at Level 10 as normal, while the cocoon doesn't evolve until a much higher level, maybe around 45, while the final form has a much higher BST. This is an evolution you have to work hard to get.

Why does it get Zen Headbutt exactly. Also previous post.

Its movepool by levelup seems a tad too large, and things like Thrash and Hurricane seem off if it is a Firefly. Bug Buzz is at a way too low level as well. Usually at this point you're lucky if you get a 60 BP move. Make it a bit smaller please! It seems fine otherwise, but about the cocoon. I'm also wondeirng how it gets Brick Break.

It'd be like a normal bug first stage. It'd be a worm which crawls and has a large red? light on its back which it uses to keep things away.
The cocoon would flicker.
Then you get that fun quick firefly n.n.
Reply to this too since it's general first stuff policy, even if you don't implement it. (Since you don't have to, as it's concept stuff)

So add misc stuff + implement this or comment on this and tag me so I'll look at it again.

I really like this mon since it's the typical bug mon you encounter early on in the game. Except this one is one I actually like. Whilst it's stats aren't the best, I can see it being quite viable due to tail glow which is quite a nice move for it although I think it shouldn't be able to learn it until it evolves since it becomes a fire type.

From the drawing and colouration pyrefly sounds like it'll look a lot like shiny vibrava, I know it will have a flame at the back and a black head but just something to look out for.
