you forgot to say if the move is physical or special (seems to be special, but nothing says so) also, 80 BP would make it comparable to lava plume wich is fine.
Have you considered the fact that a mega-manectrike could be a bit OP with this move? intimidate+burn would make the opponent useless (unless Guts). So id say it shouldnt be able to learn this.[idk about Luxray tho]
Also, how is dedenne supposed to fire a lazer?
Last but not least: add Eelektross/Zapdos.

Anyway, id call this move Microwave.
A lazer move would seem better [try to imagine a jolteon firing a lazer from its mouth] if the pokémon had to charge before use or if it had to recharge after use.

I kind of dislike this move. Scald already exists for the "wrong type status" for burn, so another would seem a bit unnecessary.

Glad to see this finally finished! All seems good except the incredibly high burn rate such as Galom pointed out. Any remaining edit i'd do incase you decide to is drop it to 10% burn, but rest is good

haha yw, but had u read carefully, i meant a 10% burn chance since lazer burn not paralyze. either way there is no need to keep changing it imo, just settle on what seems logical and what you like
