Seems reasonable and pretty balanced, pretty much being a parallel to Solar Power. But, I feel it is needed to make terrains a bit more useful and relevant. Only possible issue I can see is that lots of people are trying to achieve this in different ways, so we need to make sure we don't go overboard.
