I feel like you should increase the PP to 10. Look at Earthquake, 100 power and acc, 10 PP. Thunder 110 power, 70 acc, 10 PP. Similar moves have 10 PP, so I would increase it.

To make this more viable and cool, i find it being a leaf blade clone better, would be great in my opinion, but i like the idea

I feel like making this an Ice-type leaf blade as well, as noted by silverwhiteblue, as it adds more potential for the move as well as fitting the latter together.

but then it'd outclass icicle crash . I guess it may not be a problem, and most mons getting this won't have icicle crash to go with it, but what kinds of mons will be getting this? I'm thinking maybe the Weavile line could. Also, it should be boosted by "Swordsman", an accepted ability that boosts power of slashing/cutting moves

Weavile, Aegislash, Empoleon, and Bisharp could all learn this, but only one of those is an actual Ice type.

Thing woth that is most Ice-types don't have blades that can be used, so this wouldn't be viable to much ice types
