Debuff it a bit. Give justification for breaking through protect and substitute because I dont know why this would. Why does this target all? This seems like a signature move for a legendary of equvilence to MegaRay. It has too many effects and is very overcomplicated in my eyes. I know that the distribution is only to one pokemon but its a very overcentralizing move and would send the fakemon to atleast OU~Uberish range depending on the BST. EDIT:This was a comment before the change.

The name is way too close to "Pixilate," it doesn't make very much sense, and I don't really see how this move is very useful at all. While it doesn't have to be competitively viable, I at least want to see it have some utility, which this really doesn't.

The ability itself just doesn't seem necessary, and I'm not really down with the opponent's type-changing. What if its Steel/Poison type, or is a dual-type. Since Fairy-type is only one thing, only the primary type could be changed to replace with Fairy.

The Run This is a Soak clone. Soak changes the targets type to pure Water, dual type or not. Seconding what Galom said about the name, "Pixilize" is way too close to Pixilate. Perhaps "Fairy Dust"?

It's in essence a copy of "Soak" but for Fairies, this move could be ridiculously overpowered and I just don't see how it's necessary.

When looking at Soak: Water: Weaknesses: Electric, Grass Resistances: Fire, Ice, Steel, Water Immunities: None
When looking at Pixilize: Fairy: Weaknesses: Poison, Steel Resistances: Bug, Dark, Fighting Immunities: Dragon
They both have 2 weaknesses. Fairy has one less resistance for 1 immunity. TBH I don't see 100% why this is being deemed OP. The fairies aren't very likely to carry any Poison or Steel type move (other than Klefki, which usually carries Play Rough/Foul Play if it has any attacking moves). Changing a partners type isn't an very effective strategy, as you lose on other resists and STABs. The problem I see is the utility and flavour. I don't see why this has to exist, right now this seems like a pointless Soak clone.

I see it would be difficult to beat a mega-absol in a doubles battle if this gets approved. [mega-absol has play-rough, and its fast] However, i don't think thats overpowered, but i would hate to see this aproved because i hate the fairy type.
I suggest the effect to become temporary(4 turns would be enough). "Throw gitter at the opponent and make it sparkle like a fairy."
