Could maybe be named rehydrate? Works as a nice concept nevertheless, although I would have thought it would make more sense as a synthesis clone of some sort, healing 50% usually, 67% in rain, and 25% in other weather conditions (although could make sense to have hail as 50% or even 67%). If this were the case would probably make sense to limit it. Manaphy is a nice example, but as it gets hydration as an ability, if the rain is up it would probably would just use rest anyway, but the use outside of rain is also useful. I'd maybe suggest the Pokemon that get access to it are any Pokemon that get Hydration as an ability as they are similar in a way, but non-water types such as Accelgor and Smoochum it might be a bit weird for. But looking at the pool of Pokemon this gives, I can't see it being particularly overpowered on anything, with only Manaphy and Goodra really being a viable recipient. It would possibly be pretty strong on Vaporeon and Alomomola but both do get wish anyway. If anything it could help Lapras and Dewgong and other non-viable water types get a little bit more usage, especially with the suggested ice-type buffs.
