Name: Solar Cell Effect: All of the holder's move's power is x1.2, and x1.5 in harsh sunlight or extremely harsh sunlight. Description: An eco-friendly item which increases the power of moves by using sunlight as a source of energy. Negative effect: NONE Fling BP: 60 Can be stolen: Yes Can be knocked off: Yes
EDIT: The boost is changed from x1.33 in normal condtitions and x2 in sunlight to x1.1 in normal conditions, and x1.5 in sunlight. A negative effect has been added.
EDIT2: Negative effect has been removed.
EDIT3: The Poll favoured removing the 'electric type only' effect. It is now removed. Description changed. Moves power in normal conditions increased from x1.1 to x1.2.

This looks a bit too overpowered to me, since it directly outclasses Magnet in every way. I think x1.1 / x1.3 is a more reasonable boost level. Don't go anywhere near x1.5 since that's literally Solar Power without recoil / Choice Specs without locking, however you want to look at it.

Nice concept, and the name and 2nd effect fit well. I'm just not sure about it being electric types that benefit. Fire types would make more sense in my opinion, with the sun being a giant fireball and all.

I don't see how x1.5 is particularly OP, especially if it only boosts the power of electric moves, only on electric types and only in sunlight. Life orb gives 1.3x for all moves for any pokemon in any conditions, so I don't really see the issue and think it is fine how it is. Not too sure whether it should give x0.9 in rain. If it is raining and very little sun is incident on the solar cell, why would it decrease power, surely it would just mean that no extra power is provided and would have no effect. I would go as far to say to recoil isn't even necessary, but maybe that's pushing it a little bit.

I agree that in bad weather the effectiveness should be 1x, and I don't feel that you really need the sun damage either.
I really like the item though

Concept is great, name is good.
The positive effects seem ok, but maybe make it just electric moves instead of electric mons + electric moves only. That would allow more pokemon to use it while still keeping the check in place.
The bad weather effects makes sense, but imo the dmg under sun is unnecessary, Just leave the bad weather effects as the only negative effect imo.

If you use it on Heliolisk in Sunlight, it would become too overpowered, so i decreased the boost it provides in sunlight. Ill remove the negative effects, cause i thot otherwise that this item is too OP. The Effect still stays, x1.3 in normal weather, but it boosts and x1.5 in sunlight, and it works on electric pokemon only.

This thing definitely couldn't stay at 1.5x, I'd go with Level 51's suggestion of toning it down to 1.1/1.3, and I also agree ondropping down to 1x Damage in Rain/Heavy Rain. This is because it fits the flavor, of the Solar Cell taking energy from the Sun to increase the power of moves, it makes sense that you'd get less in rain. Maybe there's other things you could think about to do with this, but I like the item concept. Good luck.

I don't really see why it couldn't stay at 1.5, as it's really specific as to what it can boost, being exclusive to electric types. Electric also isn't the greatest of moves in terms of type coverage, with ground types being immune and a safe switch in. I don't see it completely outclassing choice specs/band either, as when it isn't using electric type moves, or it isn't sunny, it is completely useless. Arguably, the only pokemon it would be particualrly OP on would be solar power heliolisk, but imo it would just give it a bit more viability, which it kinda of deserves.

I'm slightly confused now. You removed the electric type only effect and the fact it would only work on electric moves, which makes it a lot better. And then on top of that you buffed the no-sun effect to 1.2x, which is pretty OP, seeing as all type-specific items boost by 1.2. I think maybe removing the electric-types only aspect was an alright idea, but it should still only boost electric type moves, and only to the 1.1, 1.5 rates used previously, if not less seeing how the item has now been buffed.
