I like your effect and it seems original tbh. Though, you must ask if you can make this a tutor move. Also, I'd suggest replacing rotom mow with gogoat since gogoat has grass pelt and, well, the element rotoms can only learn one element move, and rotom mow already has leaf storm so it shouldn't get it.

A sickle is a Scythe, or a blade with a semi circular edge. Has nothing to do with Spears falling from the sky. Hence why Scyther is a recipient of said move.

Seems like quite a nice idea, increasing the viability of grassy terrain a bit. However, grassy terrain already boosts grass moves by 50%, so having a STAB 140 with this boost (effective power of 315) might be a bit high, but I guess maybe the fact that it is outclassed by leaf blade/power whip outside of this does decrease the viability a bit. Feel maybe a slight drop to 65 could work a bit better, still keeping it stronger than Power whip but not too strong, especially with the 100% accuracy. Might need to have a bit of a judge of how it would sit in "the meta" before deciding though. Also rotom-mow shouldn't get access to this, as it should have exactly the same movepool as normal rotom, only learning leaf storm on transforming.
One thing to point out is that: "This terrain has the following effects on Pokémon that are on the ground: It increases the damage done by Grass-type moves used by affected Pokémon by 50%" Therefore I'm pretty sure rotom-mow, scyther and farfetch'd wouldn't be able to abuse it under grassy terrain anyway. I guess Scizor would though.

Well seeing as how grassy terrain takes a turn to set up I think Ill keep its power where its at. As It can be a decent stab move in general for those grass types using it. Snaquaza Galom Psych

Yeah. Seeing as it would have a pretty good home in Strawvest, as well as Pokemon like Scyther I don't see any reason not to approve this aside from the fact its lacking PP. Add that in and I'd be pretty happy to approve.
