This will cause lot of switches. Drop the PP I guess.

I would say either to drop the PP, drop the chance to 30%, or lower the Base Power to 40-50.
Other than that, it seems like a nice new move with a cool new secondary effect.

I don't see why you guys are thinking the PP should be lower. I get where it comes from, but it doesn't seem needed to me, but feel free to disagree.
Yes, it'll force a lot of switches, but it's also quite passive. You have to wait three turns after the move for the Pokemon hit to faint, which gives them enough time to fight back. It could be a nice way to force things out, but you still need to be careful, since they can hit you hard. And while you normally have to switch out yourself too, this is way less reliable, at only 50%, which causes it not to force switches as often as expected. It's also really weak to moves like U-Turn.
The move is also not really meant to do much damage. I realize 60 BP is not bad, but realistically, it's not going to do that much damage. Most Pokemon dont' have STAB on it and it's bad coverage, so it'll likely be on defensive sets. Kricketune has Technician, but has low SpA, and same goes for Absol.

I don't think this would see much use on any of the mons besides the possible fakemons. Consider giving this to Umbreon/Espeon/Sylveon. Also Chatot needs to learn it for Flavor reasons, and since Singing is something mostly birds and people do, more human-like egg group mons should learn this.

The scary thing is, Gothitelle is Human-Like and has Shadow Tag.

I could possible give it as an egg move to Eevee, but I don't think it really fits. However, I do think defensive Meloetta will abuse this, even if it's the only on the list. This is because it has Serene Grace, raising the chance to 100%. Additionally, not all moves need to be viable, and it'd actually be pretty useful in like Balanced Hackmons where people have another support move for RegenVest. Edit: Actually I won't give it to Chatot, it's not really Dark... at all. I don't see it singing something Dark, lol.

Snaquaza This is a move I really like. It's not too overly powerful since u turn and volt switch exist but it does help make predicting easier if that was the case if perish songs effect did happen. 60 power isn't too bad and I presume it'll be blocked by Pokemon with soundproof ability
