I really lile the idea, but kinda scares me of brave bird spam. As long as your 'mon doesn't get brave bird or anything too strong, I think this is fine. Maybe a different name though, Turbulence sounds like something that wiuld have a negative effect.

Turbulence as in it causes turbulence. The turbulence is against the opposing pokemon.

Yikes, that's a really strong ability... as long as it's signature to something that can't Acrobatics/Brave Bird Spam with high attack, I'd be alright with it.

I don't really get how it would cause turbulence to rock/steel/electric, when turbulence is generally only really associated with disrupting things that are flying, and as Salient said, it definitely seems more like it would be negatively affecting a flying type as opposed to assisting it.
