The Ice Skates would increase the users speed by 1 stage in hail. This would gibe a buff to hail in general as they can have "free" Choice Scarfs as long as hail is up. It'd benefit any Pokemon on the team making the teams less limited.
Abomasnow and Aurorus will also find a better niche with these items, being way quicker by "default."
It shouldn't be too good since it requires you to use Hail, and only works while it is hailing, making it powerful yet limited.
Fling: 40 BP, does "spark" damage like Flame Burst due to the sharp edges.

Love this concept! I am very excited to see if we can implement more ways to buff Hail as it has a lot of potential to become a new, viable play-style. Looking forward to Hail-based teambuilding!

This definitely would increase the viability of Hail teams. Also, this is kind of like Sand Rush (maybe an ability similar to those would be cool too js). Also, Ice Skates as an item for the player to use in areas like the Ice Cavern or ice puzzles would be pretty cool.

I like this idea of player items a lot [especially if you can use them with your Pokemon as well]. Ice Skates, for example, would help navigating areas similar to the ice puzzle in the 8th gym of Sapphire, as well as help in battle when not navigating .

This is a really nice item since ice types aren't as common in monotype. Ice mainly has a poor defensive typing due to it's weakness' but the ice skate seem to make ice pokemon much stronger as ice is an alright type offensively. Ice skates should also be allowed in kinda puzzles so I'm guessing an Ice gym will be neccessary.

I don't mind this item at all, it seems like a solid concept. My only concern is whether or not we should just make a "Swift Swim"-esque Hail Ability instead for consistency's sake?
Otherwise, very cool.

That'd be boring and this allows for more variety in hail teams, imo.
It doesn't have to be uniform.

This item is really well done and fits quite well with Pokemon that have the Snow Warning ability, imo. Ice Types could use as much help as they could get and I think this is a step in the right direction.
