Hidden Abilities have always been... well hidden, or rare! To make things easier, I don't think our game will have access to out-of-game events, or a dream world. So to make it easier to distribute hidden abilities, we could add a small chance of Pokemon having their hidden ability in the wild. It would go like this.
First ability: 50% Second ability: 40% Hidden ability: 10%
To still make it rare, but doable. Remember if you wanna make a thread like this, ask me first. I do feel its better not to have everything in mechanics however, besides small stuff.

Personally, i'd try to lower the HA percentage a lot, and make it First ability: 49% Second ability: 49% (this way both would have the same chance) HA: 2%
To make it feel more "hidden" (this is obviously if a system similar to ORAS' one isn't available)

This is a great idea, after all many people are creating Pokemon with excellent Hidden Abilities, and giving them a chance to be found in-game helps. However, as they're supposed to be "Hidden" abilities, I'd reduce it to 5%. After all, we're all used to searching for things in Pokemon, right?

I mean, we could either use have a one-time item (Ability Capsule) to proceed in doing this, or I'd suggest making the rate as follows: First Ability: 45% Second Ability: 45% Hidden Ability: 10% While this may be similar to Snaquaza's idea, I feel that balancing the first and seconds abilities is the route to go. Opinions on making some Pokemon have unique Nature percentages?

I agree to Twix. First and Second abilities already have an equal chance, so why change that? And I guess if a Pokemon has one ability and one HA, then it would be Ability = 90% and HA = 10%.

Well, i have another proposal, feel free to criticize.
If you are looking for pokes in the area X, you will find ones with xAB.
If you are looking for pokes in the area Y, you will find ones with yAB.
You can't find pokes with HA in the wild.
Obtaining HA through breeding(I wrote this): 1. If the parents are the same pokemon with different AB's, it will then have 25% chance to hatch with the HA, 60% chance to come with the opposing gender parent AB, and 15% chance to come with the same gender parent AB. 2. If the parents are different pokemon[not Ditto], it will have 35 % chance to hatch with the HA and 65% chance to come with the same species parent ability. 3. If the parents are the same pokemon the same AB, it will then have 10% chance to hatch with the HA, 60% chance to come with the opposing gender parent AB, and 30% chance to come with the same gender parent AB. 4. If one of the parents is Ditto, it will have 15% chance to hatch with the HA and 85% chance to come with the same species parent ability.
If the pokemon can't breed: Add an NPC that can change a single poke AB to its HA (You can only use this NPC once)

I think 45%/45%/10% is the way to go honestly. it'd be too complicated with some of these other suggestions.
