Seems alright, but I'd say the fire type doesnt really need too many more special moves. Incinerate is also 60bp and flame burst isnt far off on 70bp. A clone of water pulse could be nice, and would add more to the range of moves affected by mega launcher, but I don't really think it should be fire type.

I..honestly don't think another mega launcher-boosted move would be nice, especially a fire one since the only mega launchers are water-type.

Fire already has a majority of Special moves (Flamethrower, Fiery Dance, Flame Burst, Lava Plume, all with similar BP). This move is unneeded as Fire already has very viable and usable Special moves.

Yeah, Psych pretty much said it- Fire has lots of useful stuff and gets amazing distribution with those said moves.
Another issue is that there are no Pokemon that get Mega Launcher where this move would make sense, since both of them are Water types. If there were any Fakemons that utilized mega Launcher, I'm sure they'd rather be using Fire Blast.
Still, Flare Pulse would be pretty cool. Just don't think it'll happen. Fire pretty much has everything by this point.

But Blastoise won't get a fire type pulse anyways so yep. |

I suggest taking the path of a "ball" move instead of a pulse one. Maybe something with grass?
