My first shot making an item. Hope you like it. Lotus Rose Description: An item to be held by a Pokemon. Holding it will increase the holder's maximum Happiness to (to be decided) and also in increase Happiness.

I think this is a super cool idea! It might make return a bit more useful, especially on pokemon with -ate abilities... I feel like the max happiness would need to be enough to make return go to 120 or 140 BP or something.

most -ate user are megas, who cant have items

That is true. But more Pokemon could have -ate abilities in this version, or max happiness might affect more things.

While this idea sounds decent and a return boost would be nice, I personally think the max hapiness should stay put at 255.

It's a cool idea, but playing around with Happiness is an idea I personally wouldn't touch. Maybe you could have it increase the power of Happiness-based moves?

Yeah. I'm not quite sure how increasing Max Happiness when help would work. For example, when being held would the trainer have to do things to get the pokemon to max? and what would happen if the item was then removed after that and such? Increasing the power of happiness related moves would probably be a better way to go, but as far as I'm aware, Return is the only one that exists, and an item that exists just to power up one move seems a bit pointless.

Woo frustration ftw Perhaps you could make it a usable item, like a battle item that temporarily increases happiness to max? (No competitive use, just in-game battle item) Max happiness would be really weird to change, but increasing happiness as a held item seems ok but potentially very awkward.

I'd say have it increase the power of happiness based moves, in-game happiness seems complicated to even touch. Lotus Rose - Boosts power of Happiness based moves (Return) by 1.33x.
EDIT: I facepalmed and forgot what Frustration does

Not too sure why it would boost frustration's power, seeing as it is more powerful at 0 happiness.

Just a quick thought, I really like the name of the item you have here but the concept doesn't really make sense nor can i see it being used that often or even at all. Since the lotus represents rebirth and the rose represents new beginnings, you can make it as a healing item. I was thinking when a Pokemon is sent into battle and then switched out, and then sent back out in battle. The item is activated giving the effect of a one time full restore. Naturally you would want to give it to bulky Pokemon

Raising happiness could be a good niche for using Return and for in-general happiness levels (it's something I watch in game for some reason).
