What moves already in existence should function like HMs / moves with effects outside of battle?
Example: Sweet Scent is neither a TM nor HM but has use outside of battle.
Would this benefit the game in any way? Please discuss this!

We need a "Repelling" move, I know we have the flutes/repels already, but we need a move for it.

If anything, a Repel move would need to be the opposite of Sweet Scent. It should reduce the encounter rate to like 75% but only be active for like 100 steps or something.

Foul Scent: Type: Poison Status PP: 20 (max 32) Effect: In the battle: Increases flinch chance by 10% Outside of battle: Lowers encounter rate by 75% for 100 steps Accuracy: 100% Affected by Protect Affected by Magic Coat and Magic Bounce Targets all adjacent foes Potential Pokemon: Muk, Grimer, Trubbish, Garbador, Koffing, Weezing, Vileplume, Stunky, Skuntank Does not stack with abilities that affect encounter rates. Takes place after abilities.
Does this look good? Also abilities such as Intimidate lowers encounter rates by 50%, so 75% chance should be appropriate.

From Pokémon Emerald onwards, if a Pokémon with Intimidate is leading the party, there is a 50% chance that a Pokémon that would be encountered will not appear if its level would be 5 levels or more below the leading Pokémon's. It shares this effect with Keen Eye. Taken from Bulbapedia So does, Keen Eye, but I forgot about the 5 levels thing. EDIT: AND THEN THERE IS THIS TO MAKE THIS ALMOST REDUNDANT BUT FOR FOUL SMELL THE USER DOESNT NEED TO BE LEADING Stench: Outside of battle If a Pokémon with Stench is leading the party, then Stench reduces the chances of encountering wild Pokémon by 50%. In the Battle Pyramid, the chances are decreased by 75%.

Hot damn. Welp, that's pretty cool! I think your move idea is pretty decent. I was just bsing the steps and the reduction in encounter rate. Idk what's balanced or not.

I think Foresight should have an effect outside of battle akin to the Pokeradar. Instead of being able to chain shinies it would be cool to be able to chain higher IVs and possibly even desirable EVs somehow. Possibly, because the move Foresight implies that the Pokemon already knows something about the other Pokemon, you could type in the EVs you wanted, with each consecutive encounter having a higher ceiling for the amount of EVs you could put on the Pokemon.

biaf, idk if Foresight is appropriate for that function. Maybe some other move? Foresight, I feel like, it would be useful for identifying Ghost-type Pokemon before you encounter them (assuming NPC).

So... Lock-On, Mind Reader, Miracle Eye, or Odor Sleuth would be the best bets besides Foresight for this. I still think that Foresight would be best because having Foresight means that you have prior knowledge of something.

biaf true that foresight does mean that but like it doesn't fit the battle effect imo.... Mind Reader or Odor Sleuth yes.
