Reasoning:
This move is meant to encourage unique and creative strategies in triple battles that revolve around allies using moves on each other. Plus, it is a common feature that we see in the Pokémon anime, where one Pokémon protects another from harm.

I really don't think we need another Follow Me copy. Follow Me and Rage Powder are enough.

Also, maybe this would be better fitted as an ability version of Follow Me that only works for status moves.

Or do it the other way around, when the Pokemon's HP goes below 50%, it jumps behind a teammate, making the teammate sort of like a substitute.

This is similar to Follow Me, but not exactly like it. Those that do not target Scapegoat's target are not affected by the move.

Or do it the other way around, when the Pokemon's HP goes below 50%, it jumps behind a teammate, making the teammate sort of like a substitute. That would make it an ability though. That does sound like a nice ability.
