It's alright I guess. My main concern is that because the early birds are on the weaker side in terms of stats, most of them would still prefer Brave Bird, despite the recoil. Some may appreciate this as an option though.
Talon Scrape isn't a good name. Talon Slash or Talon Claw maybe?

I do feel maybe it is still a bit on the strong side. The chance to increase attack should be dropped to 20%, making it more consistent with other moves (not much has a 25% chance to work, usually being a multiple of ten). One option could be to just make this a meteor mash clone, with 90BP, 90Acc and a 20% chance to boost attack, but up to you. Another way to "balance" it a bit, whilst still keeping it viable, is to have the power at 100, accuracy at 90, but only have a 10% chance to increase attack. Isn't really going to be too viable over bravebird in those forms, but I don't think it particularly needs to be. Fearow and Unfezant do not get access to brave bird, so it will still be nice for them whatever.

Talon Strike > Slash, maybe? Also, lower the accuracy. It's really strong right now, and can out class Brave Bird (secondary effects > power).

I decided to add Tranquill, because the Unfezant line does not get Brave Bird.

The Tranquill line doesn't get Brave Bird, Double Edge, or any other crazy move because they're meant to be calm, prideful and have tranquility. A "strike" counters those charecteristics just like Brave Bird so I wouldn'the give it to them.

I don't feel the slight disturbance in flavour (It does get frustration + slashes, and it can always make a strike a bit more graceful) is enough to justify it not getting an actually viable flying STAB. I mean end of the day it's a Pokemon that fights in battles, it's going to be hitting things with stuff, so isn't going to remain that tranquil.

Still feel like it shouldn't just be exclusive to Fearow, seems like a pretty irrelevant mon to create a signature move for, and its not as if it has special talons or anything. For reasons stated above don't really see why it wouldn't make sense for Unfezant, and looking at the designs of Pokemon such as Braviary, feel like really it should be getting it as well. Maybe it would work out that only Fearow and Braviary get it as level-up, but would then be egg moves for Pokemon like Unfezant, where maybe the flavour doesn't fit quite as well, as this is somewhat common with egg moves.
Overall though, it's a nice idea for a reasonably strong Flying type move that isn't Fly or brave bird, and deciding what Pokemon that get access to it doesn't exactly change any of that, and will prob be looked at in more detail later anyway so Approved 1/2. I like it and don't think it should be wasted on Fearow.
P.S. Thinking about whether it would be best as a 10PP or 15PP move. Leaning towards 10PP since I feel it fits better with things like meteor mash and earthquake.
