Design: An earthworm body that is very thick but relatively short. Its body is a dark shade of orange with some very light brown around the eyes and tip of its tail. It has eight small spikes (four on one side and four on the other) that go down its body, close to the ground.

Interesting design concept! I like the use of Regenerator as the ability; it fits very well with the theme. I'm a bit skeptical of using such a low speed, I think some can be taken out of health and put into speed to keep Regenerator from healing for so much. Nothing else seems too out of place, except maybe changing the Pokedex Color to Brown? I'll comment more when the moveset is completed.

Rototiller would fit perfectly, and Dig is a TM, so you can add it. Recover is iffy, since it already gets Regnerator, but it fits thematically.

You are missing a few universal TMs (such as Hyper Beam and Giga Impact)
You are also missing Snore from the Move Tutors list.
Finally, you can add one or two more egg moves.

With a couple exceptions like Wobbuffet. This is not one of those exceptions, add hyper beam and giga impact.

Maybe add more egg Moves like 2-4 It should learn dig even if it's not going to be made a TM it should be made a proper move since it works well with a worm.

Seems like a solid concept and makes enough sense. Maybe Energy Ball and Poison Jab need some justification as I don't quite see how they fit at the moment. I agree with others that dig and rototiller should probably have a place within its level-up moves, since they both fit particularly well flavour-wise. And I get that the design doesn't exactly lead to a capability of learning many moves, but maybe it could get a couple more egg moves.

Name is still rather iffy. Aside from that, Energy Ball, Poison Jab Giga Drain and maybe Bug Bite are a bit iffy. It could also possibly learn more Tutor moves.

I don't belive worms are actually considered bugs iirc. That's why I'd suggest taking it out of the Bug egg group. Also I don't see why this pokemon is so bulky for a worm. They're meant to be frail. The bug and grass moves should be removed as well.

Energy Ball doesn't make sense, so I'd say remove it. It's the only issue I have with this, aside from the name which is still pretty eh.

Yeah bug bite can go. I can kinda see poison jab and the grass moves staying. They don't fit too well, but its probably one of the only ways to make the movepool interesting due to the design of the mon. And yeah. maybe take it out of the bug egg group.
