There was a need for some Rock-Type Pokémon, more specifically one that you can encounter early in the game and will continue to annoy you throughout your adventure. I might be hated for creating this.

1.) Exposure to a Moon Stone causes Salgemandr to develop scales. This Pokémon buries itself in volcanic caves to strengthen its scales as it hibernates. 

2.) It buries itself miles below the surface of the Earth to hibernate. While it sleeps, its scales steadily become stronger. It is notorious for causing tremors as it wakes up.

Even though it's a Salamander, the sole fact that it has rocks for skin means it doesn't really have "Dry Skin".

Actually, the only one in the line that has rocks for skin is Iguaneous. The other 2 have some rocks on their bodies.

1st Evo. Low Sweep
It's on four legs, not two. Also there's already an approved ground type with Dry Skin and Regenerator so it would be too similar to put the same abilities on this. They didn't fit anyways.

2nd Evo. Moon Stone?

3rd Evo. Dual Chop, Heat Wave, Focus Punch, Fire Punch, Drill Run, Bind, Marvel Scale
Unless the final evo gets on two feet (which wasn't mentioned anywhere) the punching moves should go. Marvel Scale doesn't fit since it's rocks not scales. This isn't a dragon type but it seems like you're trying to make it one. I think it'd be better if it were pure rock throughout all three.

Most Rock-Types get EQ as a TM, even on the first evo. Examples are Roggenrola, Aron and Cranidos.

While we do need an "annoying" rock-type Pokemon for early game, I don't think we should have this and Molard/Ankylaus. And now with the introduction of Salandit, the salamander part of the names is bit meh now. The final evolution honestly reminds me of what would happened when Rhyperior and Aggron do a fusion dance, though that may be attributed to body posture as well as the color scheme and plates.
